Starting from January 22, 2024, at 8:30 a.m. ET, a new requirement mandates that most incoming college and undergraduate international students must accompany their study permit applications with a Provincial Attestation Letter (PAL) issued by the respective province or territory. The Immigration, Refugees and Citizenship Canada (IRCC) specifies that applications lacking a PAL will be returned to the applicant, except for those who qualify for an exemption.
The Provincial Attestation Letter (PAL) acts as verification that the student's Enrollment aligns with the specified provincial or territorial quota within the overarching national limit. Each province and territory is tasked with establishing a procedure for the issuance of PALs by the deadline of March 31, 2024.
