Update on study abroad and post-graduation work policies in Canada

Topics covered

Changes to the policy of granting study permits and post-graduation work permits to international students were announced by the Government of Canada on January 22, 2024. Source: www.canada.ca

In response to concerns about these changes and many questions regarding study abroad plans, IDP is working closely with universities and colleges in Canada to better understand how these changes apply to international students.

    1. Update on study permit regulations in Canada

Immigration, Refugees and Citizenship Canada announced that the number of study permits issued by international students in 2024 and 2025 will be limited by quota. In 2024, this target is 360,000 licenses.

1.1 Students in the following groups will NOT be affected by the above quota:

    • Students enrolled in the high school program (from kindergarten to grade 12)

    • Students/PhD students enrolled in Master's or PhD programs

    • The student/student already has a study permit or just needs to renew the study permit

IDP consultant's advice: Submit your application for a study permit as soon as possible because the study abroad application processing period is forecast to extend beyond March 31, 2024.

1.2 Students in the following groups will be AFFECTED or MAY BE AFFECTED:

    • Will be affected: students enrolled in college or bachelor's degree

    • May be affected: students enrolled in a certificate program or a short-term postgraduate certificate. The Government of Canada will have specific announcements and instructions for these students.

Specifically, from January 22, 2024, onwards, applications for study permits in the above systems will need a 'Letter of Nomination' from the Province (Attestation Letter). Provincial governments are discussing and will issue guidelines on the process of applying for a 'Letter of Nomination' as soon as possible, no later than March 31, 2024. Applications for study permits without this "Letter of Nomination" will be returned by the Consulate.

    Tips from IDP consultants:

    • For students who have closed the priority school: Prepare other documents related to the visa application such as Criminal record, medical examination, e.g. IELTS Academic 6.0 or above, etc., while waiting for further guidance on the "Letter of Nomination" application process to speed up the visa application process.

    • For students who have not received enough invitation letters or have not closed priority schools: Contact IDP's consultants immediately for more detailed advice on closing schools and visa application preparation progress.

IDP's mission is to help students achieve their study abroad goals. Therefore, we are working with university and college partners to secure admission for IDP students. We will implement the most effective activities to obtain the necessary documents from colleges and universities for the application study permit in Canada.

    2. Update on the post-graduation work permit policy for international students

Master's graduates will soon be able to apply for a 3-year work permit to stay and work in Canada.

From September 2024, students studying at joint-venture public-private schools will not be allowed to apply for a permit to stay and work. The list of schools in this category will be updated by Immigration Canada shortly.

IDP has close ties with more than 120 quality educational institutions in Canada. Our direct connections with these universities and colleges will help us stay up-to-date and will help you achieve the results you expect.

Our consulting team is the most reliable choice. We will assist you in finding the right educational institutions for your ability and these new regulations. In the next few months, universities and colleges may take longer to issue offer letters and the processing time for study permit applications may be extended. Parents and students need to be patient during this time. IDP will notify you as soon as the latest information is available from Canadian schools and governments.

Please note that these announcements from the Canadian government are temporary, although there will be some major changes in the short term, Canada still has a wide variety of options for international students.

These changes by the Canadian government are aimed at eliminating low-quality schools and ensuring the interests of international students. Help students get the best educational experience when studying abroad. When the total number of international students decreases, it will help international students have a better learning experience.

We hope this information will help parents and students understand this new policy and be able to plan accordingly.
